In September 1835, the first naval engagement of the Texas Revolution occurred near Velasco. In the dawn of the Texas Revolution, Thomas McKinney (the man for which this park is named) and his business partner Samuel Williams purchased and donated the first ships to protect Galveston Bay and the interior of Texas from Santa Anna's forces.

In that first engagement between a Texian privateer (the San Felipe), and a Mexican war schooner (the Correo), the Mexican ship was forced to unconditionally surrender. Its captain and crew were then taken to New Orleans to be tried for piracy in a federal court!
